Turn the street lights on 5 mins later and turn them off 5 mins earlier. Simplz ;D Also if they use the excuse of 'security' as their main reason to leave the lights on,wouldn't it be better if they installed motion sensor lights.Not only that this will save energy,but even more suprising is that it gives a blatant clue to security if someone has just walked into that room/building.
